Papa Moussé Ndiaye, DDS, MPH, MBA
Papa Moussé Ndiaye is responsible for providing strategic leadership and guidance across activities and operations in West Africa while overseeing PATH programs in Senegal and leading a team of interdisciplinary experts in advancing health equity.
Dr. Ndiaye has over 25 years of experience in technical implementation, business development, and financial oversight of public health interventions, with a strong program management background in multiple health areas, including HIV and health systems strengthening programs. He is an expert in organizational development, with an integrated perspective from his leadership roles across sectors. He served as the US Department of Defense (DOD) HIV and Health Program Manager at the US Embassy in Dakar, where he provided oversight to multimillion-dollar HIV prevention and treatment programs across Senegal, The Gambia, and Guinea-Bissau.
Prior to this role with the DOD, Dr. Ndiaye spent three years at PATH Senegal as the CDC -funded Project Director of the Global Health Security Project. In this role, he managed and monitored health systems strengthening projects and led a five-year initiative focused on building capacity to prevent antimicrobial resistance, strengthen surveillance systems, and enhance laboratory networks in Senegal. Earlier in his career, Dr. Ndiaye served in the Senegalese Armed Forces for 29 years, rising from junior officer to colonel, with his last position being Deputy Director of the Medical Services of the Senegalese Armed Forces at the time of his retirement.
Dr. Ndiaye holds a medical degree of Dental Surgery from the Faculty of Medicine, Pharmacy and Dentistry at Cheikh Anta Diop University in Dakar, a master’s degree in public health from the Institute of Health and Development at Cheikh Anta Diop University, and two other master’s degrees in Human Resource Management and Business Administration from the Higher Institute of Management in Dakar.
