This document reviews the steps to organize how processes and information and communication technology infrastructure can be integrated and standardized to meet a ministry of health’s vision and requirements to increase vaccination coverage for under-reached populations. It combines a top-down approach with a bottom-up view—beginning with national strategies while incorporating current user context and health-facility applications.
